Notice is hereby given that the Stillwater Utilities Authority will receive bids for the construction of: Lake McMurtry Secondary Raw Water System Raw Water Pump Station Project # 23WT03 SUA Bid No. 10-2026 Scope of work to primarily include the following: Construction of a new 24-million gallon per day (mgd) McMurtry Raw Water Pump Station including a CMU Building, five (5) vertical turbine pumps and motors with variable frequency drives, pump pumping and valves, yard piping, electrical components, access road and complete restoration of all areas disturbed by the work. ** IMPORTANT ** The Stillwater Utilities Authority will utilize a two-step bidding process to select a successful bidder for this project. Step 1: PREQUALIFICATION REQUIRED – Prospective bidders must complete and submit a Statement of Qualifications for all work to be performed for the project. This includes identifying and submitting qualifications for proposed subcontractors to be used to complete portions of the work identified in Instructions to Bidders. Statements of Qualifications must be received by the Office of the City Clerk no later than 3:00 PM on Wednesday, August 19, 2026, electronically through https://stillwater.ionwave.net. Late submissions will not be accepted. PREQUALIFICATION IS REQUIRED TO SUBMIT A BID FOR THIS PROJECT. Bids received from prospective bidders that are not prequalified will not be accepted and will be returned unopened. Step 2: PREQUALIFIED BIDDERS SUBMIT A BID – Prospective bidders that have been deemed qualified must complete and submit a bid in accordance with the bidding requirements. Bids will only be received electronically through https://stillwater.ionwave.net until 3:00 PM on Wednesday, September 23, 2026 . Bids shall be opened and read aloud by the Office of the City Clerk at the above stated time. Bid opening will occur in Room 1112 "B" of the Norman McNickle Municipal Complex, 723 South Lewis, Stillwater, Oklahoma, 74074. To register for the City’s online bidding portal, visit https://stillwater.ionwave.net. Bids shall be submitted as stated in the Instructions to Bidders. Any bid received by the City Clerk more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same. Bids will be referred to city staff for evaluation. Stillwater Utilities Authority may award a contract to the "lowest and best responsible bidder". Stillwater Utilities Authority reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. The documents describing the requirements for this request for bids may be examined at https://stillwater.ionwave.net. Questions regarding the bid package should be directed through the City’s bid portal, Ionwave. Each bidder is required to submit with their bid a guarantee in the form of an acceptable bidder's bond, a certified check, or a cashier's check on a solvent bank in the state of Oklahoma, and in the amount of not less than five percent (5%) of the amount bid. The successful bidder shall execute a contract within 14 calendar days of Notice of Award by the Stillwater Utilities Authority. A contract embodying the terms set forth in the bidding documents shall be executed by the Stillwater Utilities Authority within 60 days of the award of the Contract. The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma. Stillwater Utilities Authority may issue addenda as may be necessary in the best interest of the public and the City of Stillwater. Addenda issued through Ionwave may amend the date and/or time for receipt of bids or any specification, item, document, or requirement in the Bidding Documents.
