Lake Morena Views Consolidation

The State Water Resources Control Board, as the Lead Agency, is overseeing the consolidation of three separate water systems—Lake Morena Views Mutual Water Company, Lake Morena’s Oak Shores Mutual Water Company Inc., and Lake Morena County Park—into a unified distribution network serving the unincorporated Lake Morena community in San Diego County. The project involves installing transmission pipelines to connect wells and treatment facilities across the systems, expanding distribution lines to eliminate dead ends and extend service, and adding two pressure-reducing stations with appurtenant infrastructure. Water metering will be upgraded with new meters throughout the LMOSMWC and LMVMWC service areas and an additional three meters for LMCP, while monitoring capabilities will be enhanced with nitrate analyzers, groundwater level sensors, flow meters, tank level sensors, and a hard-wired communication system. Minor improvements to well sites and the treatment facility, along with capacity expansion, are included to support the integrated system. The project also entails decommissioning abandoned infrastructure through cement plugging and removal of obsolete tanks, fencing of wells, and construction of a new office/meeting facility. Environmental reviews have been completed under a Mitigated Negative Declaration, with all necessary biological, cultural, and hydrological assessments conducted.
