Solicitation SPE7M2-27-T-0655 is a fixed-price request for the procurement of 3,400 boxes of incandescent lamps, with each box containing 100 lamps, for the DLA Weapons Support Nuclear Reactor Program. The items must adhere to technical specifications MIL-DTL-6363/8B and MIL-DTL-6363J. Delivery is required within 119 days after receipt of the order, with a required delivery date of September 15, 2027, shipping FOB destination to Arizona Industries for the Blind in Phoenix, Arizona. The procurement is conducted under the First Destination Transportation program to optimize shipping costs. The contract mandates strict quality and packaging standards, including compliance with MIL-STD-2073-1E, ASTM-D-3951-90, and MIL-STD-129 for marking, with a specific requirement for fragile labels. Quality assurance involves zero-based sampling plans per MIL-STD-1916 or ASQ H1331. Environmental and safety restrictions prohibit the intentional addition of mercury and the use of Class I ozone-depleting substances. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and compliance with various FAR and DFARS clauses regarding cybersecurity, the Buy American Act, and NIST SP 800-171 assessment requirements. While the solicitation is not a small business set-aside, a HUBZone price evaluation preference may be applied.
