Solicitation # 2018 Munson Packman Boat Repower
The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The scope of work is divided into six phases, encompassing structural transom inspections, the installation of Honda iST electronic control heads at dual helm stations, integration with the SeaStar Power Assist steering system, and a comprehensive fuel system overhaul using USCG Type A1-15 lines. The project concludes with NMEA 2000 network integration, digital gauge installation, and a minimum two hour sea trial to validate performance and safety protocols. To ensure factory warranty coverage, the contractor must maintain active Honda Marine Authorized Dealer or Service Center status. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. Final contracts are subject to tribal appropriation and may require a performance bond for values exceeding 100,000 dollars or a 25 percent retainage.

The following is a second update to this Special Notice. This update provides questions and answers submitted after the Special Notice update of 23 January 2020. The first three questions and answers were published in the updated Special Notice of 23 January 2020. Special Notice (SN) Question (Q)4: Would it be possible to hold some of the craft availabilities at ACU4 Little Creek? SN Answer (A)4: No. The craft to be inducted into E-SLEP under the anticipated procurement will be located at ACU5. SNQ5: Will the Government consider delivering the LCACs to ACU4 for SLEP execution? SNA5: No. The Government will not transport the craft unless it is a part of a force structure realignment independent of the E-SLEP. SNQ6: Would a proposal offering to execute some or all of the craft at ACU4 be considered? SNA6: No. The craft to be inducted into E-SLEP under the anticipated procurement will be located at ACU5. SNQ7: Is it possible for the Government to solicit two contracts, one for the east coast craft and one for the west coast craft? SNA7: No. While prior competitions for LCAC SLEP have resulted in one winner with a contract under the cognizance of ACU4 and the same winner with a contract under the cognizance of ACU5, all the craft under the anticipated E-SLEP procurement will be located at ACU5 and will result in one contract. SNQ8: In the last competitive procurement (N00024-18-R-2400), the weight of the technical factors, when combined, were equal to the price factor. Is the Government considering adjusting these weightings? SNA8: The Government's evaluation criteria is determined during acquisition planning and takes into account different considerations. The evaluation criteria for this procurement will be shared when the RFP is released. SNQ9: Will performance risk be more influential in the evaluation calculation for the ESLEP than it was for the N00024-18-R-2400 LCAC SLEP competition? SNA9: The Government will take lessons learned into account when developing the RFP and evaluation criteria for E-SLEP. The specifics will be shared when RFP is released. SNQ10: Can the Government identify the likely candidate hull numbers which are being considered for the six unidentified option craft identified in President's Budget FY21? SNA10: No. The RFP will contain the hull numbers for the known initial craft. These were adjusted from the President's Budget FY21 and are now LCACs 45, 40, and 31. Out year craft hull numbers are unknown. All interested parties are reminded that any additional information will be provided via https://beta.sam.gov only. The Government will not acknowledge nor provide a response to any individual requests for status or additional information under this Special Notice. The following is an update to this Special Notice: This notice is seeking business sources in the United States capable of performing LCAC E-SLEP efforts at ACU 5, Camp Pendleton, Oceanside, CA only. This update provides questions and answers submitted in response to the original Special Notice: Special Notice (SN) Question (Q)1: Is the Extended SLEP (E-SLEP; previously referred to as - SLEP 2.0) funded in the President's Budget Fiscal Year 21 (PB21) budget submission? SN Answer (A)1: The proposed PB21 budget will be available to the public once the President has submitted it to Congress, historically around the first week of February. SNQ2: Will any individual feedback be provided to the responses submitted under this Special Notice? SNA2: The Government will take all recommendations provided in the Interested Parties responses into consideration when developing the acquisition strategy. However, individual feedback regarding any response will not be provided. SNQ3: What are the next steps in the E-SLEP procurement? SNA3: The Government is reviewing responses and working to develop the acquisition strategy. Any additional information will be provided via https://beta.sam.gov only. The Government will not acknowledge nor provide a response to any individual requests for status or additional information under this Special Notice. This update extends to 6 February 2020 the response date for any Interested Parties who did not previously submit a response.
