The U.S. Navy is procuring fixed-line Voice Over Internet Protocol and Public Switched Telephone Network services in Sicily, Italy, under a sole-source, Firm Fixed Price Indefinite Delivery Indefinite Quantity contract awarded to Telecom Italia S.P.A. (TIM), following statutory authority under 10 U.S.C. 3204(a)(1) due to TIM being the only responsible source capable of meeting the technical and operational requirements. The contractor is responsible for managing all elements of the telecommunications infrastructure including design, installation, maintenance, and monitoring of local exchange access services, integrated fiber and copper multiplexing equipment, and the porting and maintenance of 20,000 Direct Inward Dialing numbers, while also establishing protected backup links to the Navy’s Public Safety Network PSNet and Emergency Land Mobile Radio systems. All work must comply with Italian regulatory standards, including ACCREDIA-approved certifications such as UNI EN ISO 9001, ISO 45001, SOA, DURC, NOS, IAF28, and GIGACOM SAODF, and must adhere to Italian telecommunications pricing regulations set by AGCOM.
