NASA has awarded Raytheon Company a contract valued at 506.7 million dollars to provide three instruments and related services, with an option for one additional instrument, in support of the Landsat Next mission. Managed by the Goddard Space Flight Center, the contract utilizes a cost-plus-award-fee base period and a cost-plus-fixed-fee option period. Raytheon is responsible for the design, engineering analyses, algorithms, fabrication, testing, delivery, and support of the instruments, with the majority of the work being performed in El Segundo, California. This award follows a competitive source selection process involving Raytheon, EO Vista, and Ball Aerospace, with evaluations based on cost, past performance, and mission suitability. The Landsat Next mission is a collaborative effort between NASA and the U.S. Geological Survey under the Sustainable Land Imaging Program. It represents a strategic shift from a single spacecraft to a constellation of three smaller satellites, utilizing a 26-band super-spectral system to provide two to three times the temporal, spatial, and spectral resolution of previous missions. This advancement aims to enhance the longest space-based record of Earth's land surface, supporting critical applications in climate research, water quality, aquatic health, crop production, soil conservation, forest management, and mineral mapping to better manage land, water, and coastal resources.

Full Description

NASA has awarded Raytheon Company a contract to provide three instruments and related services, with an option for one additional instrument, in support of the Landsat Next mission based at NASA's Goddard Space Flight Center in Greenbelt, Maryland. The contract includes a cost-plus-award-fee base period and a cost-plus-fixed-fee option period with a total value of $506.7 million. The contractor will provide the design, engineering analyses, algorithms, fabrication, testing, delivery, and support for the Landsat Next Instruments. The work will be primarily performed at the contractor's facilities in El Segundo, California. The Landsat Next mission is a major component of NASA's Earth science portfolio, advancing Earth observing technologies, science, and applications. Landsat Next will continue the longest space-based record of Earth's land surface, while transforming the breadth and depth of actionable information freely available to the public and other users across governments, industry, and academia. With Landsat Next, NASA is moving from a single Landsat spacecraft to developing a constellation of three smaller satellites able to deliver two to three times the temporal, spatial, and spectral resolution of previous Landsat satellites. The new 26-band super-spectral Landsat Next constellation will enhance existing Landsat applications, building upon the 50-year Landsat legacy, improving life on Earth through climate and technological advancements, and unlocking new applications that support water quality and aquatic health assessments, crop production and soil conservation, forest management and monitoring, climate and snow dynamics research, and mineral mapping. The Landsat Next mission is a partnership between NASA and the U.S. Geological Survey to advance Earth observing technologies, science, and applications under the Sustainable Land Imaging Program to more effectively map, monitor, and manage America's land, water, and coastal resources.

HYDROSPHERE, BIOSPHERE, & GEOPHYSICS (HBG) SUPPORT SERVICES II - FINAL REQUEST FOR PROPOSAL (FRFP)
Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.
