The Landscape Improvement Project, solicitation number 5772082, is a sole source 8(a) small business set-aside awarded by the Department of Defense through Navfacsyscom Southwest. The project falls under NAICS code 561730 for landscaping services and PSC S208 for housekeeping and groundskeeping. The scope of work involves grounds improvement, lawn maintenance, and irrigation system support to ensure a clean, safe, and orderly jobsite in San Diego, California. After determining that existing Multiple Award Construction Contracts and Basic Ordering Agreements lacked the necessary capacity, the acquisition team selected Excellence Professional Cleaning Inc. as the qualified vendor. This decision was based on the contractor's lack of SAM exclusions, positive CPARS ratings, and a proven track record of performing work without subcontracting. The vendor was deemed responsible and eligible under FAR regulations, with the agency committing to negotiations to ensure the project is awarded at a fair market price.

Market Research performed by the Acquisition Team recommends procuring this project via a Sole Source 8(a) Small Business Set-Aside using the North American Industry Classification System (NAICS) Code 561730 Landscaping Services (PSC) S208 Housekeeping-Landscaping/Groundskeeping. This NAICS is appropriate because it includes services to support grounds improvement within the facility and the maintenance of lawn areas and irrigation system, required to maintain a clean, safe, and orderly jobsite. Prior to considering Sole Source 8(a) as the contracting method, the Acquisition Team looked at the Multiple Award Construction Contracts (MACC) and Basic Ordering Agreements (BOA). However, none of those vehicles had the capacity to accommodate this project. Therefore, the Acquisition Team decided to utilize an 8(a) sole source acquisition pursuant to FAR 6.302-5 (b)(4), FAR 19.800 (d) and 19.203 (b). Research of all local 8(a) Small Businesses that meet the requirements outlined in the FAR 19.101 has been conducted. There are 17 contractors in the local area that match the NAICS Code query. We arrived at Excellence Professional Cleaning Inc. (CAGE: 813R4) who, upon further scrutiny, had no exclusions in the SAMs, good CPARS, conducted the work themselves (did not subcontract the work), and has successfully completed previous contracts. This contractor has been pre-qualified and has the necessary experience to complete the requirements of the Scope of Work (SOW). Moreover, in accordance with FAR 9.104, the vendor is responsible and is deemed qualified and is eligible to receive an award under applicable laws and regulations. The Acquisition Team will ensure to conduct proper negotiations as outlined under FAR 15.101 to award the project at a fair market price.
