THERE HAS NOT BEEN A CONTRACT IN PLACE FOR LANDSCAPE SERVICES AT THIS LOCATION FOR SOME TIME; LAWN MOWING HAS BEEN THE MAIN SERVICE DONE ON AN AS-NEEDED BASIS; THEREFORE, IT IS RECOMMENDED THAT QUOTERS THOROUGHLY REVIEW THE STATEMENT OF WORK IN THIS SOLICITATION AND MAKE A SITE VISIT.
Non-personal landscape services for National Weather Service (NWS) Weather Forecast Office (WFO) in Green Bay, WI.
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number 1305M326Q0397 is issued as a request for quotation (RFQ), for landscape services for the NWS WFO in Dodge City, KS.
The Government intends to award a low priced, technically acceptable, single firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
This acquisition is set-aside for small business concerns. The associated NAICS code is 561730. The small business size standard is $9.5M.

CLIN 0001 – Base Year

Period of Performance Date of Award through 03/31/2027. (Services are only provided from Date of Award-10/31/2026)
CLIN 1001 – Option Year 1
Services, non-personal, to provide all supervision, labor, tools, materials, and equipment (unless otherwise provided herein) necessary for landscape services at the NWS WFO in Green Bay, WI, in accordance with the Statement of Work. Period of Performance 04/01/2027 through 03/31/2028. (Services are only provided from 04/01/2027-10/31/2027)
(iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102).
See attached Statement of Work which applies to Base Year and all Option Years 1 –4, and Department of Labor Wage Rates: WD 2015-4893, Revision No. 30, dated 05/13/2026, which can be found on: https://sam.gov/content/wage-determinations.
See the attached SF18 with the terms and conditions which all quoters must be in compliance with to be eligible for award.

Period of performance shall be:

The Base Period start date is estimated to be 09/01/2026 through 03/31/2027, with services provide from Date of Award through 10/31/2026. If there is a significant delay in awarding this contract, a shorter base year Period of Performance may be utilized

A site visit is highly recommended but not required. Vendors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
