Landscaping Services for Cemeteries

The City of Suffolk is seeking a qualified contractor for annual landscaping services at Holly Lawn Cemetery, which is approximately 30 acres, and Cedar Hill Cemetery, which is approximately 35 acres. The contract term begins November 1, 2026, and runs through October 31, 2027, with the possibility of four additional one-year renewals through October 31, 2031. The scope of work includes mowing open areas to a height of two inches at least 18 times per year between March 15 and November 1, trimming around all fixtures and monuments, removing wild vines and trees, and applying environmentally safe Group 5 herbicide to roadway sides. Additionally, the contractor is responsible for removing litter and debris prior to mowing, clearing grass clippings from grave markers immediately after each cycle, and performing leaf raking and removal. Proposals are due by October 8, 2026, and will be evaluated based on management skills, experience with cemeteries, understanding of requirements, capability to meet schedules, fee proposals, and overall proposal quality. The selection process involves a preliminary ranking to create a short-list, followed by interviews and final negotiations with the top-ranked firm. The contractor must adhere to strict professional standards to maintain the solemn dignity of the cemeteries and ensure no damage occurs to monuments or headstones. Compliance with the Virginia Public Procurement Act, OSHA safety standards, and various anti-discrimination laws is required. Payment will be made within 45 days of receiving an invoice with a detailed breakdown of charges.
