Proposals must strictly follow the required tabbed electronic format outlined in Section 3.0 and must not include any fee or cost information within the bid tab structure, as doing so may lead to disqualification. The contract value is governed by HUD’s Indefinite Quantity Contract thresholds, with an annual minimum of $2,000 and a not-to-exceed maximum of $200,000 per year. The work encompasses comprehensive landscaping services including labor, materials, equipment, and utilities to meet all specifications outlined in the contract documents, with performance evaluated on-site at the designated properties. Compliance with federal regulations is mandatory, including adherence to the Davis-Bacon Act through the HUD-92448 Prevailing Wage Certificate, Equal Employment Opportunity prohibitions, and Section 3 employment preferences for low- and very low-income residents.
