Langley Sports and Fitness Center Massage Therapy (NAF)

The contractor is required to provide comprehensive massage therapy services at Joint Base Langley-Eustis and Langley Air Force Base in Virginia, ensuring continuous, reliable, and professional service to patrons under a Firm Fixed Price contract with a base period from June 1, 2026, through May 31, 2027, and four optional one-year extensions through May 31, 2031. The contractor must furnish all personnel, equipment, tools, supplies, and management necessary to deliver services, including massage tables and chairs, service-ready linens, intake forms, a printer for administrative documentation, and cleaning and sanitation supplies to maintain a hygienic environment. All personnel must hold current CPR and First Aid certifications, carry liability insurance, arrive 15 minutes prior to scheduled appointments, greet customers within five minutes, and maintain an operational online scheduling calendar. The contractor is subject to stringent personnel requirements, including obtaining a Tier 1 favorable suitability determination, passing an FBI fingerprint check, wearing nameplates, maintaining professional grooming, and complying with base access protocols through the 633d Security Forces Squadron. All employees must be listed with full names, SSNs, and security clearance levels, and updates must be submitted promptly to the Contracting Officer’s Representative. The contract is a Total Small Business Set-Aside under NAICS code 812199 with a small business size standard of $9 million in annual receipts, and awards will be made on a Lowest Price Technically Acceptable basis, where only technically acceptable proposals—those demonstrating specific, detailed compliance with the Performance Work Statement using imperative verbs—are eligible, with price being the decisive factor among them. The contractor must also adhere to NAFI-specific clauses covering legal status, claims, records examination, and procurement integrity, as well as wage determinations, federal and military regulations, and mandatory background investigations conducted at government expense. Access to the installation requires formal authorization through the COR, and unescorted access to restricted areas remains subject to the installation commander’s sole discretion. The contract may be terminated with one day’s written notice by either party, and upon termination, the contractor must settle accounts, return all government property and access media, and leave premises clean and orderly. Delivery is FOB destination at Langley Air Force Base, and inspections and acceptance are conducted by the Government under FAR 52.212-4.
