Las Gallinas Valley Sanitary District Treatment Upgrade

The Las Gallinas Valley Sanitary District (LGVSD) proposes to demolish the existing laboratory building and construct a multi -purpose building with a new laboratory, meeting space, and educational center at LGVSD's existing WWTP facility. The environmental effects of this project were previously evaluated in the Final Initial Study/Mitigated Negative Declaration, Responses to Comments, and Mitigation Monitoring and Reporting Program for the Las Gallinas Secondary Treatment and Recycled Water Plant Upgrade Project adopted in 2016 (2016 IS/MND). The 2016 IS/MND evaluated treatment system upgrades and capacity expansion of LGVSD's WWTP. including demolition of the existing laboratory facility and construction of a new laboratory facility, as well as modifications and/or demolition and reconstruction of the existing administration building. The LGVSD has determined that the Las Gallinas Multipurpose Laboratory Building Project would not cause new significant environmental effects not previously considered. nor would impacts associated with the proposed project be substantially more severe. There have been no substantial changes in the project or circumstances under which the project is being undertaken that would require changes in the 2016 IS/MND. Because none of the conditions described in CEQA Guidelines Section 15162(a) calling for preparation of a subsequent or supplemental MND has occurred, LGVSD has determined that the 2016 IS/MND is adequate, and no further environmental analysis is required.
