The National Institute of Standards and Technology intends to award a firm-fixed-price purchase order to Energetiq Technology, Inc. for a Laser Drive Light Source. This equipment will be utilized by the Quantum Measurements Division for radiometric calibration and absorption spectroscopy within Fourier transform spectrometers. The required system must feature a spectral distribution from 170nm to 2400nm, broadband optical power of 0.5W, and specific spectral radiance and temperature stability controls. Due to patented technology and the inability of other market sources to meet the strict technical specifications, this procurement is being conducted on a sole source basis under FAR Subpart 13.106-1 (b). Energetiq Technology, Inc. is identified as the only authorized provider capable of supplying the equipment. The acquisition falls under NAICS Code 335129 and will be performed in Gaithersburg, Maryland.

The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Quantum Measurements Division, intends to negotiate on a sole source basis with Energetiq Technology, Inc. located in Woburn, MA under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The Quantum Measurements Division requires a Laser Drive Light Source for use with their Fourier transform spectrometers for radiometric calibration as a background light source for absorption spectroscopy. The light source must be able to meet the following specifications: (1) Spectral distribution: 170nm to 2400nm (2) Broadband optical power: 0.5W (3) Spectral radiance: >7 mW/mm^2/nm/sr from 250nm to 1000nm (4) Standard 120 power requirements (5) Chiller and plate to maintain temperature of light source to within +-0.1 deg C, required to maintain the spectral radiance to <1% The above requirements can only be met using a laser driven light source, as all other sources in the marketplace either do not meet the required spectral radiance or do not cover the required wavelength range. Energetiq Technology, Inc. is uniquely qualified to meet all of the required specifications as they have patented the laser driven light source technology. Energetiq Technology, Inc. has no other authorized distributors or resellers and is the only source that can supply the required laser driven light source. The NAICS Code is 335129 with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by the established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
