This Request for Proposal (RFP) is issued by the County of Fresno, in partnership with the Counties of Kings, Madera, Merced, and Tulare (collectively referred to as “Participating Counties”), to seek proposals from internet service providers (ISPs) to build out last-mile fiber and broadband infrastructure within the Participating Counties. Locations, where services may be required, include any community with a demonstrated need for broadband services to meet or exceed the minimum federal standard of 100 Megabits per second (Mbps) download and 20 Mbps upload speeds in the Participating Counties. Preference will be given to providers that can establish symmetrical services of 100 Mbps or greater (the Participating Counties prefer a technology approach meeting or exceeding one Gigabits per second (Gbps)).
