This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12 (DEVIATION). This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. The solicitation number is SV0203-26 and this solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Revolutionary Overhaul, in accordance with Executive Order 14275. The North American Industry Classification System code is 325611, Soap and Other Detergent Manufacturing. This requirement is 100% set-aside for small business; small business size standard for this solicitation is 1,100 employees. The solicitation and all documents needed are attached.


The deadline for questions will be Wednesday, May 27, 2026, at 2:00 p.m. Eastern Standard Time (EST). Questions/Answers will be posted via an Amendment. Questions may be submitted to elizabeth.mcnealy@usdoj.gov.
