Solicitation # 26-RR-25-10
The Windsor Essex Community Housing Corporation is soliciting bids for Request for Tender 26-RR-25-10 to perform electrical distribution upgrades at two residential apartment buildings located at 109 and 111 Brien Avenue East in Essex, Ontario. The project involves the removal of aging electrical equipment installed between 1971 and 1975 and the installation of new main switchboards, distribution panels, unit breaker panels, associated feeders, and raceways. The successful proponent will be responsible for utility metering coordination, testing, commissioning, and the restoration of any damaged walls or ceilings. Work must be performed according to site-specific drawings and applicable codes, with a particular emphasis on coordinating shutdowns to minimize tenant disruption. Bids must be submitted electronically by October 19, 2026, and must include separate pricing for each building. Award decisions will be based on a combination of price and operational advantages, such as the efficiency of a single proponent managing both sites. Proponents must demonstrate capability by providing details of at least three similar projects completed within the last five years. Mandatory submission requirements include a price quote, subcontractor forms, and a submission checklist. The resulting contract requires a performance bond equal to 50 percent of the lump sum using form CCDC 221-2024, and a labour and material payment bond if the contract exceeds 500,000 dollars. Contractors must provide WSIB clearance, proof of insurance, and file a Notice of Project with the Ontario Ministry of Labour. Payment will be processed monthly based on an approved Schedule of Values and the submission of a Statutory Declaration of Progress Payment Distribution. Additionally, proponents are advised of previous designated substances assessments for both buildings, which identified the presence of hazardous materials such as asbestos and lead.
