AI Contract Overview
The 7th Contracting Squadron is soliciting quotes for a Blanket Purchase Agreement (BPA) to provide comprehensive laundry and dry-cleaning services at Dyess Air Force Base, Texas, under solicitation FA466126Q0019. This solicitation is a total small business set-aside under FAR 19.5, targeting contractors who can demonstrate proven experience in handling military dress uniforms and operate within 45 miles of the base. The BPA has an estimated five-year ordering period from the date of award, with individual task orders having performance timelines determined at the call level. The estimated effective period runs from May 1, 2026, through April 31, 2031, and services must be performed daily from 5:00 a.m. to 10:30 a.m., including scheduled pickups and deliveries on Monday and Wednesday, with adjustments for federal holidays. All items must be processed according to strict packaging, finishing, and sanitation standards detailed in the updated Performance Work Statement, with methods such as clear film sealing, tumble drying, pressing, and dry cleaning mandated based on item type. Articles must remain clean, stain-free, and free of pathogens, with no bleach permitted on colored fabrics, and ceremonial uniforms require professional dry cleaning and transport on rolling garment racks with protective wrapping. Quotes must be submitted via email no later than May 6, 2026, at 3:00 p.m. CDT to two designated government email addresses, and failure to receive a confirmation email means the submission was not received. Offerors are required to submit a completed RFQ form, a detailed price list, and a technical narrative demonstrating compliance with all requirements, including experience with military uniforms and proximity to the installation. Evaluation is first based on technical acceptability—failure in either experience or location criteria results in automatic disqualification—followed by price reasonableness and balanced structure as the tiebreaker among compliant offers under a best-value trade-off process. The contract mandates use of the WAWF system for invoicing and includes multiple prescribed FAR clauses related to labor standards, equal opportunity, cybersecurity, trafficking prevention, and prohibited equipment sources. Packaging and labeling must adhere to specified method-of-finish codes, and unserviceable or contaminated items must be segregated. The government will inspect and accept all items at Dyess AFB under FOB Destination terms, with compliance monitored through a Quality Assurance Surveillance Plan. No formal contract value is stated due
