The Mission and Installation Contracting Command at Fort Polk, Louisiana intends to award a - short term sole source action to the ARC of Caddo-Bossier Doing Business as (DBA) Frost Industries. The contractor will provide weekly Laundry Services to clean textiles, garments, linens, and other fabrics for Active and Reserve components on a direct or reimbursable basis and in direct support of organizational health and sanitation requirements and meal preparation attire as it relates to life, health, and safety. The applicable NAICS code is 812320 and PSC is S209. This procurement is being conducted in accordance with FAR 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The AbilityOne Procurement list identifies laundry services for Fort Polk. The estimated period of performance is from 15 June through 31 December 2022. AbilityOne granted an exception to Fort Polk in order to compete commercially and award these services. Award to a commercial small business vendor under that exception was made however, it has been terminated leaving the Installation without laundry services to support the Joint Readiness Training Center soldiers and mission. AbilityOne has identified that the ARC of Caddo-Bossier DBA Frost Industries is their capable vendor to provide laundry services. This Notice of Intent is not a request for competitive proposals. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services, to the Contracting Officer within five (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, MICC-Fort Polk, 2038 9th Street Bldg 1352, Fort Polk, LA 71459 or via email at tamera.s.butler.civ@army.mil. Responses received will be considered; however, a determination by the Government not to compete a competitive procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the MICC will proceed with the sole source negotiation with Frost Industries.
