J--Law Enforcement Vehicle Upfitting Services

The U.S. Fish and Wildlife Service, through its National Wildlife Refuge System Law Enforcement division, is soliciting a firm-fixed-price contract to receive, upfit, and deliver five government-furnished patrol vehicles—four Ford F-150 4x4 Crew Cabs and one Ford F-250 4x4 Crew Cab—configured to Class A (marked) law enforcement standards. The upfitting must include emergency lighting, siren and light controllers, communications and radio wiring, a prisoner cage, weapons rack, custom electrical harnesses, anti-theft systems, window tinting compliant with California state law, standardized graphics, and other mission-specific equipment. All work must be completed and each vehicle delivered within 90 calendar days of its arrival at the contractor’s facility, with final inspection and formal acceptance conducted on-site by the Contracting Officer’s Technical Representative prior to release. The contractor is required to self-perform the majority of labor, including wiring, installation of safety and communication systems, and other core upfitting tasks, and must disclose all proposed subcontractors along with the scope and percentage of work they will perform, ensuring subcontractor payments do not exceed 50% of the total contract value unless the subcontractor is similarly situated. The acquisition is structured under FAR Part 12 as a commercial item contract with a firm-fixed-price basis, and award will be made using a best value trade-off approach where non-price factors—experience, subcontractor disclosure, and past performance—are more important than price, though price becomes increasingly decisive as proposals become more equal in technical merit. The contractor must be registered and active in SAM.gov and must provide their Unique Entity ID in all submissions. Proposals must be submitted as a single PDF via email to the designated contracting officer, including the solicitation number in the subject line and the UEI in the body, with no physical or portal submissions accepted. Invoicing is mandated through the Treasury’s Invoice Processing Platform, and the contractor is responsible for all damage incurred during receipt, storage, and work phases, with vehicles prohibited from overnight outdoor storage. The contract includes a 12-month warranty on all work and requires that manufacturer warranties be passed through to the government. Installation must not compromise OEM vehicle systems, and all wiring must be protected with weatherproof sheathing, shrink wrap, and sleeving to endure environmental extremes.
