Layer 1 Network and Telecommunications Infrastructure Upgrade

The School Board of Pinellas County is soliciting proposals under RFP# 26-BM-045 for a Layer 1 Network and Telecommunications Infrastructure Upgrade across multiple school campuses. The project aims to establish a standards-compliant, 10+ Gigabit Ethernet capable infrastructure utilizing OS2 single-mode and OM4 multimode fiber optic backbone cabling, along with Category 6 and 6A horizontal copper cabling, all supported by a 25-year manufacturer performance warranty. The contract term begins upon Board approval and extends through June 30, 2031, with work commencing no earlier than April 1, 2027. The District may award the contract to up to three high-scoring vendors based on a weighted evaluation of cost (35%), technical compliance (25%), qualifications and experience (25%), and references (15%). Technical requirements mandate strict adherence to the District's Structured Cabling Specification and ANSI/TIA-606-D labeling standards, including the use of thermal label printers and specific building-room formatting. Contractors must ensure 18-inch EMI separation for all cable pathways and provide comprehensive deliverables, including as-built AutoCAD drawings and a 100% pass rate on all fiber and copper testing. Administrative requirements include E-Verify compliance, the provision of Performance and Payment Bonds for each project phase, and adherence to FCC E-Rate invoicing procedures using Form 474. Payment is governed by Florida’s Local Government Prompt Payment Act, with no allowance for advance billing or deposits.
