Fermi Forward Discovery Group LLC, acting for the U.S. Department of Energy Office of Science, is soliciting proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) subcontract for scaffolding services. The project supports the Long-Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment (DUNE), specifically the Far Detector and Cryogenics subproject located underground at the Sanford Underground Research Facility in Lead, South Dakota. The scope of work includes all labor, supervision, materials, tools, equipment, and transportation required for the design, rental, delivery, installation, and removal of scaffolding. The overall period of performance extends from the date of execution through December 21, 2029, with individual task orders issued on a firm-fixed price basis. Award will be determined using a tradeoff source selection method where cost is significantly more important than technical evaluation. Mandatory requirements include attendance at a pre-proposal meeting and the submission of two separate PDF volumes covering technical capabilities and pricing. Technical evaluation focuses on staffing, material availability, mobilization timing, and past performance on similar projects valued at $500,000 or more. Subcontractors must adhere to strict safety and quality standards, including 10 CFR Part 851 and ISO 9001 or ASME standards, and provide two weeks' advance notice for all underground deliveries. Proposals are due by November 24, 2026, and must include various certifications regarding organizational conflicts of interest, export controls, and the Buy American Act.

Central Utility Building Addition and Renovation Construction, UIP Subproject 1-CUB
Solicitation # RFP-376508-CD
Fermi Forward Discovery Group, LLC is soliciting proposals for the Central Utility Building (CUB) Addition and Renovation Construction, designated as UIP Subproject 1-CUB, located at the Fermi National Accelerator Laboratory in Batavia, Illinois. The project involves expanding the CUB to accommodate new chillers and increasing chilled water capacity, renovating the exterior shell and roof, and installing new fire protection, fire alarm, and electrical power systems. The scope also includes improving campus heating hot water systems and performing selective demolition of existing infrastructure. This is a firm-fixed-price contract requiring the general contractor to provide all supervision, labor, materials, and equipment necessary for completion. The project is strictly constrained by the Fermilab accelerator shutdown window, with an anticipated start date of January 1, 2028, and a final completion deadline of October 1, 2029. Key milestones include the issuance of the Notice to Proceed by December 30, 2027, the start of construction on January 3, 2028, and the completion of the CUB extension by January 31, 2029. Award will be based on a best-value tradeoff method, where technical factors—including organizational structure, safety compliance, and past performance—are significantly more important than price. Contractors must meet rigorous financial and compliance standards, including a current ratio of 1.20 or greater, an aggregate bonding capacity of at least 100 million dollars, and the provision of bid, performance, and payment bonds. The work is subject to Davis-Bacon wage rates, the Buy American Act, and the Build America Buy America Act. Proposals must be submitted in two separate technical and business volumes by November 17, 2026.
