Leadership Academy

The Iowa Department of Administrative Services, on behalf of the Department of Education, is soliciting proposals for a systemic, evidence-based, and differentiated Leadership Academy. The goal of this initiative is to build the capacity of educational leaders across Iowa through a comprehensive model that includes in-person instruction, individualized coaching, and embedded support from high-performing principals. The program must align with Wallace Foundation research and meet ESSA Tiers of Evidence standards. The contract features an initial three-year term with the option for up to three annual extensions. Award selection will be based on a best-value trade-off determination rather than the lowest price. Technical evaluations will focus on needs assessment, data analysis, capacity building, and coaching models. Successful respondents must provide a detailed technical proposal including 18 specific exhibits and a separate cost proposal in Excel format. Key contractual requirements include maintaining specific insurance coverages, paying a 1% administrative fee on sales, and submitting quarterly electronic reports. Performance will be distributed throughout various school districts across the state of Iowa.
