Leadership and personal development courses

The Canadian Nuclear Safety Commission is seeking leadership and personal development training services through a Standing Offer solicitation to support its executives and aspiring leaders at the Director level and above. The solicitation is structured into two streams: Stream 1 provides leadership and personal development courses without embedded psychometric or personality assessments, while Stream 2 includes courses where such assessments are integral to the curriculum and aligned with the course content. Stand-alone assessments are explicitly excluded. All course materials must be delivered in English, French, or bilingual formats, and contractors must maintain a public-facing website detailing course offerings, durations, locations, delivery modes, and a published price list per participant. Training facilities for in-person sessions must meet Health Regulations for cleanliness and accessibility. The contract requires strict adherence to security protocols: contractors and personnel under Stream 1 are prohibited from accessing PROTECTED or CLASSIFIED information and cannot have unescorted access to CNSC facilities; Stream 2 requires a minimum corporate security clearance of DOS and individual Reliability status, with compliance mandated under the Contract Security Manual and applicable Security Requirements Check Lists. Payment is governed by a Firm Lot Price and Firm Unit Price structure, with all pricing published and subject to discounts; contractors must refund any overpayments relative to the Standing Offer’s published rates. Invoices must include detailed expenditure breakdowns, contract and tax registration numbers, delivery information, and must be clearly marked as final if applicable. Payments are made via direct deposit within 30 days of receiving a conforming invoice, with interest applied at the Average Rate plus 3 percent per year for late payments. All work performed becomes the property of Canada upon acceptance, and contractors remain responsible for any defects even after inspection. Contractors must maintain accurate records for all deliverables, including attendance and assessment reports, and allow full access to government representatives for inspections, testing, and record review for up to three years post-contract. Offerors must comply with the Government of Canada’s Code of Conduct for Procurement, the Ineligibility and Suspension Policy, and Employment Equity requirements, with continuous adherence to all certifications as a condition of contract performance. Proposals must be submitted electronically in three separated sections—Technical, Financial, and Administrative—by the deadline of August 13, 2026, and failure to meet any mandatory technical requirement will result in non-compliance. The solicitation is restricted to Canadian suppliers and eligible trading partners under the Reciprocal Procurement Policy, and all subcontracting requires adherence to contract terms and prior approval for work involving security requirements.
