Leadership and personal development courses

The Canadian Nuclear Safety Commission is seeking qualified providers to deliver leadership and personal development training through a Standing Offer solicitation for executives and aspiring leaders at the Director level and above. The requirement is structured into two streams: Stream 1 offers courses without embedded psychometric or personality assessments, while Stream 2 includes courses where such assessments are fully integrated into the curriculum and aligned with the training content; standalone assessments are expressly excluded. All courses must be delivered in English, French, or bilingual formats, and vendors must maintain a public website listing course descriptions, durations, delivery methods, pricing per participant, and other relevant details. Training facilities, whether virtual or in-person, must meet specified health and safety standards, and in-person sessions must provide adequate space for breaks and meals. Participation records and, for Stream 2, post-assessment reports shared with participants are mandatory deliverables. The contract is administered as a Standing Offer with no predetermined total value; individual service call-ups will be issued with specific start and end dates, and payments will be made based on firm prices published in the contractor’s price list, less any agreed discounts. Payment terms require detailed invoicing with full financial breakdowns, including unit prices, quantities, labor rates, subcontractor details, applicable taxes with registration numbers, and clear identification of whether the invoice is partial or final, with the final invoice explicitly marked as such. Invoices must be submitted via email to a specified address and are subject to a 30-day payment window after receipt in acceptable form; late payments incur interest at the Average Rate plus 3% annually, and payments are made solely via direct deposit. Contractors must maintain an accounting system that enables Canada to audit all tender, contract, and expenditure records, and invoice submission constitutes a certification that all delivered work complies with the contract. Security requirements are strict: Stream 1 contractors and personnel are prohibited from accessing PROTECTED or CLASSIFIED information or entering CNSC facilities without escort, while Stream 2 requires a minimum corporate security rating of DOS and individual Reliability clearances. Contractors must also comply with the Contract Security Manual and Security Requirements Checklists, and any subcontracting involving security obligations requires prior written approval.
