The San Diego Unified Port District has entered into a lease agreement with Nielsen Beaumont Marine, Inc. for a property located at Shelter Island in San Diego, California. The agreement grants the lessee use of approximately 20,255 square feet of land and 8,758 square feet of water area, including all surface and subsurface areas. This space is dedicated exclusively to the sale, service, rental, leasing, and demonstration of marine equipment and vessels, such as kayaks, paddleboards, and boats, as well as maritime-related office space and mooring for boats and yachts limited to four specific slips. The lease is established for a total term of approximately five years and includes a provision allowing either the District or the lessee to terminate the agreement without cause upon providing thirty days written notice. Because the project involves existing facilities and prohibits any new development, construction, or increase in property size, it has been certified as categorically exempt under CEQA Guidelines Section 15301. Any proposed new uses or construction would require a separate application and additional review and approval.

The proposed project is a lease agreement (Lease) between the San Diego Unified Port District and Nielsen Beaumont Marine, Inc. (Lessee) for their use of approximately 20,255 square feet (sqft) of land area and approximately 8,758 sqft of water area, inclusive of all surface and subsurface areas, in the city of San Diego, California. The areas for use under this Lease are proposed to be used only and exclusively for the purpose of the sale, service, rental, leasing, demonstration, and related use of marine equipment and vessels, including without limitation kayaks, paddleboards, personal watercraft, dinghies, boats, and similar vessels and equipment, and office space for maritime-related purposes, and mooring for boats, yachts, yacht brokerage, and charter vessels limited to the four (4) slips located on the water area only and all uses which are normally and customarily ancillary or incidental to any or all of the foregoing. No new development, construction, or increase in the size of the property is proposed or authorized as part of the proposed Lease, and the Lessee would be required to submit a separate application for the additional review and approval of any new use, development, and/or construction. It is anticipated the Lease would have a total term of approximately five (5) years. The Lease may be terminated by the District or Lessee as a matter of right and without cause at any time upon providing thirty (30) days’ notice in writing to the other party of such termination.

As one of Florida's largest municipally owned marinas, the facility features approximately 550 wet slips, dry storage, fuel services, a ship's store, and various commercial tenants. The City is looking for a strategic partner to manage day-to-day operations, maximize occupancy and revenue, and implement technology-driven customer service solutions. Beyond operational management, the selected firm will be expected to develop a comprehensive Preventive Maintenance Program, create a Hurricane and Emergency Operations Plan, and provide operational expertise to assist the City in developing a long-term Marina Master Plan and Capital Improvement and Asset Management Plan. Evaluation is based on a best-value determination rather than lowest cost, with weighted scoring focusing on experience, related expertise, and financial stability, including the submission of audited financial statements from the previous three fiscal years. Proposals must be submitted via the OpenGov platform by October 29, 2026, at 3:00pm and must include a detailed 90-day transition plan.
