The Washington Suburban Sanitary Commission (WSSC), serving nearly 1.9 million residents across Montgomery and Prince George's Counties in Maryland, is seeking to enhance its contract management capabilities for leases and subscription-based IT agreements. Established in 1918 and operating as a major regional water and sewer utility covering close to 1,000 square miles, WSSC implemented GASB standards related to leases and IT subscriptions in recent years. Currently, their Accounting Division manually oversees about 105 contracts, including payment schedules, amortization, journal entries, and disclosures, using Excel, which highlights the need for a more automated and efficient system. To address this, the WSSC's Information Technology Department issued a solicitation titled "Lease and SBITA Management System (Multi-Step IFB)" with a deadline for responses on February 16, 2026. This procurement aims to acquire a system that streamlines management of leases and Subscription-Based Information Technology Agreements (SBITAs) to improve tracking, accounting, and reporting processes. Contact for the solicitation is managed through WSSC's Sr IT Contract Administrator and Procurement Specialist II, both based in Maryland, reflecting the agency’s commitment to upgrading its technology infrastructure in support of regulatory compliance and operational efficiency.

The Washington Suburban Sanitary Commission (WSSC) provides water and sewer services to approximately 1.9 million residents of Maryland's Montgomery and Prince George's Counties, which border Washington, D.C. Established by the Maryland General Assembly in 1918 as a regional (Bi-County) agency under Article 29, it was later re-codified into Division II of the Public Utilities Article of the Annotated Code of Maryland. The agency ranks among the largest water and sewer utilities in the country, encompassing a service area of nearly 1,000 square miles. WSSC implemented Governmental Accounting Standards Board (GASB) 87 Leases in fiscal year 2022 and GASB 96 Subscription-Based Information Technology Agreements (SBITAs) in fiscal year 2023. Since then, the Accounting Division has been manually managing approximately 105 contracts, lessee payment schedules, amortization schedules, journal entries, and disclosures in Excel workbooks.
