The USDA Forest Service Region 6 is seeking a short-term lease extension for the Clackamas River Ranger District Office located at 595 Industrial Way, Estacada, Oregon. The requirement consists of 15,000 rentable square feet of office space and 136 unsecured surface parking spaces. This extension is necessary to maintain operations and public visibility within the city limits of Estacada while the agency transitions to a new GSA lease in Sandy, Oregon, which is expected to have phased occupancy beginning after November 2019. The agency is pursuing this extension without full and open competition under the statutory authority of 41 U.S.C. 3304(a)(1), as the incumbent lessor is identified as the only responsible source capable of meeting the agency's needs. Market research conducted in October 2018 confirmed that there is insufficient available space in the area and that new construction is not feasible within the required timeframe. The Forest Service Lease Contracting Officer has determined that the proposed rental rate for the partially serviced lease is fair and reasonable based on current market averages for the region.
