Jefferson County, Texas, is soliciting proposals under RFP 26-020/CG for the lease of five residential properties acquired through a buy-out process, located in Beaumont, Texas. The solicitation requires proposers to submit a detailed proposal including a Bidder Information Form, a Proposal Price Schedule specifying the five-year lease amount for each property, and supporting documents such as an Affidavit, a Release of Liability, and a Non-Discrimination Affidavit. Proposals must be submitted in triplicate, sealed, and delivered to the Jefferson County Purchasing Department by 11:00 AM CST on Wednesday, June 3, 2026; late submissions will be rejected. The award will be based on a best-value determination using a weighted scoring system: 40% for the proposed lease amount, 35% for the proposer’s proximity to the leased property, and 25% for the proposed intended use of the property. Payment for the full five-year lease term is due in full at the time of lease signing, with no minimum reserve price established. The lease term begins on the date the agreement is executed by the last party and is governed exclusively by Texas law. Proposers must disclose any existing or potential conflicts of interest, including personal or business relationships with County employees, and failure to do so may result in contract termination. The proposer is required to indemnify Jefferson County against all claims, including personal injury or property damage arising from the lease, and must waive any right of subrogation against the County through their insurance carrier. All proposers must affirm compliance with non-discrimination employment practices and attest that no bribes, kickbacks, or prohibited gratuities have been offered in connection with the bid. The County may conduct presentations or demonstrations with the evaluation committee and Commissioners' Court and reserve the right to negotiate after selecting a top proposal. All submissions become County property and are subject to the Texas Public Information Act, with no blanket claims of proprietary information accepted. The County encourages participation from Disadvantaged Business Enterprises, Minority/Women Business Enterprises, and Historically Underutilized Businesses, and provides accommodations upon request.
