The government intends to enter into a sole source contract with HOP Broadcasting, located in Hopkinsville, KY, for the lease of tower space previously installed by this company. This procurement is justified under statutory authority allowing for non-competitive awards due to HOP Broadcasting's original design and installation of the system, which makes contracting with another source financially impractical. The tower space, at least 300 feet in height, is required to support the Blanchfield Army Community Hospital Paging System, with facilities that include a building to house government equipment that must be accessible 24/7 and properly maintained, heated, and cooled. The base contract period runs from October 1, 2007, through September 30, 2008, with four one-year option periods extending through September 30, 2012. The acquisition will be conducted under Simplified Acquisition Procedures and will not involve competitive solicitation, although other interested firms may submit written notifications within 10 days of the synopsis publication to demonstrate capability. Responses will be reviewed, but the government reserves sole discretion to proceed without competition based on the responses received. The procurement falls under NAICS code 811213 with a small business size standard of $6.5 million. Any inquiries should be directed to the designated contracting officer prior to the stated deadline for interested parties.
