Leasing Vehicle Services

The U.S. Air Force’s 18th Contracting Squadron at Kadena Air Base, Japan, is soliciting commercial vehicle leasing services under FAR Part 12 for the U.S. Army’s 1-1 ADA Battalion in Okinawa, Japan. The requirement is for the provision of new, non-smoking, mechanically sound vehicles—including one 10-passenger van and two 8-passenger sedans or minivans—with additional options extending the contract period from September 13, 2026, through September 12, 2031. Vehicles must not exceed three years in age or 60,000 kilometers on the odometer, must have no retread tires, and must be painted in a single solid color. All vehicles must comply with both Japanese and U.S. government safety standards, including mandatory features such as driver and passenger airbags, seat belts, windshield wipers, functional heating and air conditioning, and four-way emergency flashers. The contract will be awarded as a single, firm-fixed-price, requirements-type contract through full and open competition, with no set-aside designated, under NAICS code 532111. Offers must be submitted electronically via email in Word, Excel, or PDF formats not exceeding 3 MB by June 5, 2026, at 10:00 AM Japan Standard Time to the designated point of contact. Offers are evaluated based on price and other factors, with the government determining the most advantageous offer. Pricing for options is evaluated as part of the total cost, and significantly unbalanced pricing may render an offer unacceptable. The contractor must ensure vehicles pass an initial inspection prior to service, with interiors and exteriors free of damage, smoke, rust, or soil, and must comply with all federal requirements including FAR 52.203-18, FAR 52.204-7 with deviation, FAR 52.212-1 and -2 with deviation, and flow-down clauses such as Buy American, Service Contract Labor Standards, Equal Opportunity, and Combating Trafficking in Persons. Contractors must be registered in SAM, maintain current representations and certifications, and be prepared to submit payment requests and receiving reports via WAWF with DoDAACs specified for issuance, administration, and inspection.
