The contract seeks a vendor to implement a Salesforce solution for the Louisiana Economic Development (LED) agency to manage grants, incentives, and operations, with performance expected to be remote or hybrid, though on-site work in Baton Rouge may be required. The project entails end-to-end delivery including discovery, system design, configuration, integration, data modeling, workflow development, dashboard creation, and deployment of AI-enabled tools, all aligned with Louisiana’s IT, data security, and public records policies. Proposals must demonstrate technical competence through a detailed approach and methodology, qualified personnel, and a phased implementation timeline, with no fixed contract duration—instead, the period of performance will be defined by the proposer’s plan and approved by LED. The solicitation is open to all vendors, with no set-aside specified, but proposers certified under Louisiana’s Veteran or Hudson Initiative programs may earn up to 12 or 10 additional evaluation points, respectively, and must disclose subcontractor participation with dollar values and certification proof. Non-certified proposers using certified subcontractors must also document good faith efforts and report participation throughout contract performance. All data and records generated under the contract become state property, and contractors must comply with strict ethical, cybersecurity, and non-discriminatory conduct requirements—including adherence to the Louisiana Ethics Code, prohibition of discriminatory boycotts of Israel, and submission of either a SOC 2 Type II report or completion of the OTS Third-Party Information Security Questionnaire, failure of which results in automatic disqualification.
