The U.S. Department of Justice’s Executive Office for Immigration Review (EOIR) is seeking information through this Request for Information (RFI) to explore commercial capabilities that could support a future acquisition of Legal Access Services under the Legal Access Services for Reunified Families (LASRF) Program. REQUEST FOR INFORMATION - Legal Access Services for Reunified Families Program (LASRF)
The purpose of this RFI is to conduct market research to identify commercial capabilities that may support a future acquisition for Legal Services, referred to as LASRF.
The U.S. Department of Justice, Executive Office for Immigration Review (EOIR), created the Legal Access Services for Reunified Families (LASRF) Program pursuant to the Settlement Agreement in Ms. L., et al. v. U.S. Immigration and Customs Enforcement, et al., 18-cv-00428 (S.D. Cal. Oct. 16, 2023) (“Settlement Agreement”). The LASRF Program is divided into two components: (1) federalized services, including group orientations and group workshops, that EOIR provides, and (2) individualized services, including legal advice and document preparation, that the Contractor provides under this Statement of Work (SOW). EOIR, through the federalized program, also operates a centralized email address and telephone number to receive requests for assistance and to connect eligible individuals to the full range of legal services that are available under the Settlement Agreement. EOIR refers eligible individuals to the Contractor for individualized assistance. The Contractor must also accept case referrals from third parties and respond to direct requests from Ms. L. Settlement Class members and Qualifying Additional Family Members seeking the legal services described in Section 7 of this SOW. See the attached SOW for more information.

Response to this RFI is strictly voluntary and will not affect any firm’s ability to submit an offer if, or when, a solicitation is released. This RFI is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offer will be considered in response to this RFI. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI.

Proprietary information will be safeguarded in accordance with the applicable Government regulations.
