Legal Case & Document Management System

The District of Columbia Courts, through its Office of the General Counsel, is seeking a qualified vendor to deliver a cloud-hosted, configurable commercial-off-the-shelf Legal Case and Document Management System, excluding any Court Case Management System functionality. The solution must include all necessary software, licenses, warranties, and comprehensive services such as installation, document migration, implementation, five consecutive days of on-site post-implementation support and in-person end user training, virtual training for future users, administrator training as requested, and a service level agreement ensuring ongoing maintenance and support throughout the contract term. The system must comply with NIST-800-53 r5 and NIST-800-37 r2 security controls and be provided by a FedRAMP-authorized cloud service provider. All work must be performed in the Courts’ facilities in Washington, D.C., with additional locations subject to mutual agreement. The contract is a firm-fixed price structure with a base year of twelve months and four optional one-year extension periods, contingent upon the availability of appropriated funds. Delivery timelines are specified, including a 14-day deadline for software licenses and documentation, with implementation and training phases to be scheduled after award. The offeror must be registered in the System for Award Management and the Invoice Processing Platform, and all invoices must be submitted electronically through IPP, including required details such as the contract number, COTR name and email, and itemized service descriptions. Payment is tied to completion and acceptance of deliverables, with specific milestones for software delivery, implementation, and training. The COTR, Sherri Evans Harris, will oversee technical compliance and invoice approval but holds no authority to modify contract terms. Offerors must submit two separate PDF volumes—a Technical Proposal and a Price Proposal—each with strict formatting requirements including Times New Roman 12-point font and 1-inch margins, and must include certifications for the Buy American Act, Walsh-Healy Act, Independent Price Determination, and a Drug-Free Workplace. Additional requirements include commercial general liability insurance of $1 million per occurrence and $2 million aggregate with a waiver of subrogation and primary non-contributory terms, along with automobile liability coverage for all vehicles used.
