The Stockton Unified School District is seeking legal services through a solicitation process to establish a qualified pool of law firms capable of providing comprehensive legal counsel across a broad range of education-related legal matters, including education law, governance, labor and employment, collective bargaining, special education, charter school oversight, and litigation. The solicitation, identified as RFP 26-27-01, was posted on July 13, 2026, with proposals due by August 6, 2026, and will be evaluated using a trade-off methodology where non-price factors collectively account for 60% of the scoring, with firm qualifications and experience weighted most heavily at 30%, followed by staff qualifications at 20% and relevant K-12 public agency experience at 10%. The contract will have an initial one-year term with the potential for up to four additional one-year renewals, contingent upon satisfactory performance, continued need, mutual agreement, and Governing Board approval, though no work assignments are guaranteed. Proposals must be submitted electronically via the OpenGov portal, limited to 30 single-sided pages with 12-point font and 0.75-inch margins, and all proprietary information must be clearly labeled “PROPRIETARY AND CONFIDENTIAL” in bold red lettering. Required certifications include debarment status, equal opportunity compliance, fingerprinting for personnel who may interact with students, and adherence to executive orders related to Russia sanctions, alongside submission of a W-9 form, insurance documentation, and a detailed cost proposal submitted separately as a PDF. Insurance requirements mandate Workers’ Compensation, General Liability, Auto Liability, and Professional Liability coverage with minimum limits specified, all naming the District as an additional insured with primary status, waiver of subrogation, and 30-day cancellation notice. Contractors must be licensed by the State Bar of California and in good standing, and must indemnify the District against claims arising from performance unless caused solely by the District’s negligence. All submissions are subject to the California Public Records Act, and while no formal FAR clauses are incorporated, internal contract terms govern performance, renewal, termination for convenience or cause, and compliance. Other California school districts may access services under this contract through a piggyback provision, and contact with any District staff outside the Purchasing Department is prohibited to ensure procurement integrity.
