The Federal Retirement Thrift Investment Board is seeking legal support services through an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to augment its Office of General Counsel’s capacity in addressing legal matters, with a primary focus on the Agency’s Privacy Program during the first two years of performance. The Contractor will provide qualified attorneys with expertise in federal privacy laws, including the Federal Information Security Management Act, and guidance from OMB, NIST, and DHS, alongside general legal support in areas such as Employee Benefits, Employee Relations, Ethics, Compliance, Federal Procurement, and FOIA. The base period of performance runs from December 1, 2026, to November 30, 2027, with four one-year options extending through November 30, 2031. The contract includes specific labor categories: a Program Manager, a Staff Attorney focused on Privacy (1,920 labor hours in the base period, increasing to 2,000 in Option 1), and a Staff Attorney for General Legal Support (1,000 labor hours in the base period, increasing to 1,200 in Option 1), with optional years carrying no initial obligation. All work must be performed in Washington, D.C., and personnel must be licensed U.S. attorneys with at least two years of relevant experience, subject to stringent vetting requirements under DCSA, OPM, and DNI standards, including compliance with Controlled Unclassified Information (CUI) protocols and organizational conflict of interest restrictions. Proposals must be submitted electronically in three volumes by July 6, 2026, adhering to strict formatting rules including 11-point Times New Roman font, one-inch margins, and Microsoft Office or Adobe Acrobat compatibility. Volume I is limited to 15 pages detailing the technical approach, Volume II to 6 pages showcasing at least three past performance references (with one from the last 12 months), and Volume III is an unrestricted pricing schedule requiring full completion of the government-provided template (Attachment B) without structural changes. Award will be made using a best-value tradeoff approach where technical approach and past performance are equally weighted and more important than price, evaluated for clarity, soundness, relevance, and reasonableness. Contractors must use the Invoice Processing Platform for payment submissions, enroll via email from the Federal Reserve within 3–5 business days of award, and comply with recordkeeping for three years after final payment.
