PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with F.A. O'Toole Office Systems, Inc. (Hunt Valley, MD) for the purpose of procuring QTY One Hundred thirty-two (132) Open Market Shelf Support/Divider; One (1) per shelf - includes modification for custom set up; Two Hundred Sixty-four (264) Lektriever Retrofit half shelves Two (2) per shelf level Four (4) per Carrier for Double Tier Carrier - includes modification for custom half shelves; QTY One (1) Maintenance on Lektrievers; QTY One (1) Installation Charges and shipping. Market Research was completed by examining pertinent specifications and capabilities from other recent market research reviewed, catalog and product literature reviewed and small business provider for the materials we need and have used them on previous work orders. The storage solution that meets the need of FDDU is the lektriever units currently in use. Each unit will house approximately 130,000 samples, which is about 1.5 years of storage at the current sample intake rates. The lektriever units must be secured to meet established QA standards for sample storage and also require shelves that are reconfigured to house storage boxes. The purchase will benefit FDDU in giving the unit several years of additional storage with minimal cost to the unit or lab. At this time F.A. O'Toole Office Systems, Inc. is the only vendor that can complete the requirements. Due to the custom nature of these products, the price was found to be fair and reasonable. While KardexRemstar is the original manufacturers of some of the lektreivers that are being used to store the FDDU DNA samples, they are unable to outfit the older models with the shelving that is required. F.A. O'Toole Office Systems, Inc. has proven that they can complete the project and continues to provide the best accuracy, physical performance, and maintenance. In order to ensure that the lektrievers continue to function in the most efficient manner possible, it is requested that the maintenance, reinforcements and upgrades be performed by F.A. O'Toole Office Systems, Inc. Because of the custom and unique nature of these products, only F.A. O'Toole Office Systems, Inc. can provide the requested services. Therefore, F.A. O'Toole Office Systems, Inc. is the only company that can do the installation and subsequent maintenance. Capabilities Statement Should a vendor believe they are capable of fulfilling this requirement, a capability statement shall be emailed to the Contracting Officer at contact@example.gov no later than 1:00 pm (Central Standard Time) on Thursday, March 10, 2022. This capability statement will be evaluated only to determine if a competitive solicitation should be conducted. This notice will be distributed solely through the General Services Administration's SAM.gov website (www.SAM.gov). Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 337214 - Office Furniture (except wood) Manufacturing; the size standard is 1000 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Diane F. Siani via email only at contact@example.gov, no later than 1:00pm (Central) on Thursday, March 10, 2022. Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. Please ensure that your company's SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
