The Department of Homeland Security, Customs and Border Protection, through its Mission Support Contracting Division, is seeking small business offerings for Less Lethal Specialty Munitions under solicitation 70B06C26Q00000080, which is a total small business set-aside. The contract is for the procurement of non-lethal distraction devices, specialty impact munitions, and area saturation munitions, primarily delivered via 40mm launchers, to support training and operational use across DHS components including CBP, ICE, the U.S. Secret Service, and FLETC. The requirement specifies deliverables such as rubber ball grenades, continuous discharge canisters, and long-range canisters, all of which must meet or exceed performance benchmarks established by Defense Technologies and align with the CBP Use of Force Policy. Key technical requirements include precise chemical dispersion levels, pellet dispersion counts, and acoustic output thresholds. The contract has a five-year ordering period with deliveries permitted up to twelve months beyond, and all shipments are FOB Destination, with delivery addresses defined in a government-provided spreadsheet at award. Packaging and marking must ensure stackable pallets, consistent color-coding of containers, proper labeling with contract and part numbers, and inclusion of Material Data Sheets. The evaluation approach is Lowest Price Technically Acceptable, where proposals must first meet a minimum acceptable standard across technical sub-factors including compliance, warranty, and manufacturer authorization before price becomes the determining factor for award. All pricing must be submitted electronically, and proposals are segmented into two volumes: a technical volume excluding pricing and a separate price proposal. Proposals must be submitted via email and physical mail by the revised deadline of May 29, 2026, at 2:00 PM ET, after an amendment extended the original date. Amendment A00002 removes section 4.6.6 from the Statement of Work and modifies pricing so that the line item is set to $0.00 and excluded from total evaluated price, while offering parties may submit either the original or revised pricing sheet. The contract includes mandatory clauses addressing trafficking in persons, contractor ethics, employee whistleblower rights, cybersecurity prohibitions on equipment from foreign adversaries, personal identity verification of personnel, and compliance with paid sick leave and employment eligibility verification standards. All invoices must be submitted electronically through the Treasury’s Invoice Processing Platform using ID.me or Login.gov authentication, with no use of WAWF permitted. Offerors must be registered in SAM, possess a valid UE
