AI Contract Overview
The U.S. Army Corps of Engineers is seeking proposals for the lease of approximately 1,140 square feet of nonresidential office space in Lawrence, Kansas, to replace existing facilities whose lease is set to expire. The solicitation, identified as DACA415270000100, is a sources-sought notice issued on June 24, 2026, with responses due by July 1, 2026. The government is evaluating multiple factors to determine the most advantageous alternative, focusing on both cost and technical suitability. The evaluation will weigh price elements—such as rent, utilities, janitorial services, parking, construction costs, and lessor contributions—equally against a suite of technical considerations including location, neighborhood characteristics, building accessibility, parking availability, overall appearance, and compatibility with surrounding businesses. Lease terms are structured for a fixed duration of five years, with options for renewal, and rent commencement will align with substantial completion and issuance of a Certificate of Occupancy. The space must comply with stringent construction and security standards, including NFPA 101, IBC, ANSI/ASHRAE 90.1, and ADA requirements, with all systems—including HVAC, electrical, plumbing, fire alarm, and accessibility features—meeting federal and local codes. The lessor must provide as-built drawings, maintenance records, and ensure compliance with cybersecurity protocols, PIV access requirements, and protections for controlled unclassified information. Special clauses mandate adherence to small business utilization and subcontracting plans, prohibit the use of covered telecommunications equipment per the 2019 National Defense Authorization Act, and require the lessor to maintain the premises throughout the lease term. Proposals must be submitted via email or mail to the designated point of contact, accompanied by the required USACE lease forms and signed documentation in a format that preserves the visibility of original signatures. Evaluation will be conducted on a best-value trade-off basis, prioritizing overall advantage to the government rather than lowest price alone.

Full Description
The US Government currently occupies office and related space in a building under lease in Lawrence, KS that will be expiring. The Government is considering alternate space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The amount of square footage needed is approximately 1,140 square feet. Information should be sent to Kathy Cherrito, at Katherine.a.cherrito@usace.army.mil, 816-389-3821.
