Solicitation AG-03K0-S-16-0006 is a total small business set-aside contract issued by the USDA Forest Service, Custer Gallatin National Forest, for the construction of the Lucy Park ATV Trail within the Belt Creek District of the Lewis and Clark National Forest in Montana. The project encompasses a variety of technical requirements, including clearing, grubbing, excavation, switchback construction, aggregate surfacing, and sign installation, as well as the obliteration of abandoned trailways. Contractors are required to adhere to strict quality assurance standards, specifically regarding noxious weed control and traffic maintenance, while following detailed construction plans and technical specifications. The procurement process involved a sealed bid solicitation with an initial response deadline that was later extended to June 1, 2016, via Amendment 001 to accommodate site visits. To ensure qualification, the Forest Service utilized an experience questionnaire to evaluate bidders on their business structure, personnel, equipment, and past project performance. Additionally, the contract is subject to the Davis-Bacon Act, requiring adherence to the Montana Heavy Construction Wage Determination for Cascade County to ensure prevailing hourly wage rates and fringe benefits for all labor classifications involved in the project.
