LGA Local Government Devolution Leadership Essentials Course

The Improvement and Development Agency for Local Government (IDeA), on behalf of the Local Government Association (LGA), is seeking a provider to design, create, and deliver a new two-day in-person training course titled Local Government Devolution Leadership Essentials. Targeted at Leaders, Deputy Leaders, and relevant Portfolio Holders or Committee Chairs in strategic authority areas, the program aims to equip elected members with the capability and confidence to lead the devolution agenda. The contract runs from November 2, 2026, to August 1, 2027, with a potential one-year extension. Key deliverables include the development of interactive course content, the delivery of the training session, and a final report with recommendations for future iterations. Success is measured by a performance target requiring at least 85 percent of participants to report increased knowledge and skills via LGA surveys. The project has a maximum budget of 7,000 pounds excluding VAT, with payments distributed in four equal 25 percent installments tied to the award of the contract, sign-off of content in December 2026, delivery of the session in February 2027, and a final review meeting in March 2027. Bidders must submit quotations by October 26, 2026, and will be evaluated based on a weighting of 80 percent quality and 20 percent cost. Quality assessments focus on the method statement, provider experience and CVs, logistics, and commitments to equality, diversity, and inclusion. The selected provider must maintain professional indemnity, public liability, and employers liability insurance, and all engaged staff must meet the Baseline Personnel Security Standard. All intellectual property created for the course will belong to the LGA.
