AI Contract Overview

The Library of Congress is seeking a contractor to replace the current HVAC unit serving the Secured Storage Facility, which preserves the nation's priceless National Treasures. The existing unit, originally installed 30 years ago and refurbished in 2006, has suffered pressure loss due to leaks in the refrigeration system, necessitating frequent refrigerant additions—a practice deemed unsustainable and risky. A comprehensive repair is considered unfeasible due to the proximity of the unit to the artifacts and the potential risk posed by hot work. Additionally, the outdated electronic controls further necessitate replacement rather than repair to safeguard valuable artifacts effectively. The procurement process involves a competitive two-phase down-select process, aimed at identifying highly qualified contractors. Interested offerors must submit their Phase One qualifications by December 2, 2024, with successful candidates gaining access to a one-time site visit before advancing to Phase Two. The final Phase Two submissions are due by January 16, 2025. Offerors are advised to thoroughly review solicitation sections L and M for detailed instructions and evaluation criteria. Amendments have been issued to supplement the solicitation with additional responses and clarifications. All communication regarding this solicitation will be updated on the specified platform to ensure transparency and comprehensive information dissemination.

Full Description

The Library of Congress (Library) requires a contractor to replace the independent HVAC unit that conditions the Secured Storage Facility (SSF) that holds the institution's priceless National Treasures. The existing unit was first built 30 years ago and received an overhaul in 2006. In the past two years, loss of pressure has caused equipment malfunction. When investigated, the drop in pressure was attributed to small leaks in the refrigeration system, which in turn has required the periodic addition of refrigerant to ensure maintenance of the prescribed collection environment. The constant addition of refrigerant is not a sustainable long-term strategy. Moreover, the process of adding refrigerant itself heightens the risk of creating more leaks. Comprehensive refurbishment of the unit, if even possible, cannot be completed onsite as the service would require hot work in very close proximity to the National Treasures and would need to be conducted after hours. Finally, the existing electronic controls have become obsolete. Therefore, given the low reliability of having the unit comprehensively repaired, coupled with unacceptable risk to the Treasures, replacement of the existing HVAC unit is the safest and most effective strategy going forward. Contractor must ensure technical resources exist to maintain and repair the new HVAC unit onsite at the Library under separate contract after the initial warranty period. The Library anticipates a robust competition. Therefore, the Library has instituted a Two-Phase Down-Select process which involves an initial response to demonstrate offeror meets the minimum qualifications for Phase One. The Phase One quotation is due no later than 12/02/2024 at 12:00 PM Eastern Time. If offeror's quotiation passes Phase One, offeror shall be able to attend a one-time site visit at the Library. Offeror shall RSVP for the site visit per the solicitation requirements and continue to Phase Two. The Phase Two response is due no later than 01/16/2025 at 12:00 Noon. Offeror is strongly encouraged to read solicitation sections L and M carefully for a comprehensive explanation of the instructions for the responses and of how the Library will evaluate the responses. The Library's responses to offeror questions will be posted as amendments to the solicitation at the same page where the solicitation is located. Amendment 0001 adds new text to Section C.3.8. The new text has been italicized and underlined. See the amendment for details. Amendment 0002 provides Attachment J2 - Responses to Offeror Questions.

LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
