License Agreement with Silverback and LOIDL, LLC

The City of Santa Monica has entered into a license agreement with Silverback, LLC, and LOIDL, LLC to host a Nations Village and international broadcast hub at Crescent Bay Park and portions of Lot 4 South during the 2028 Olympic and Paralympic Games. This project, spanning a 103 day period, includes the establishment of an International Olympic Committee satellite broadcast center for official media partners, hospitality houses for participating nations, premium brand activations, and public engagement areas. The scope of work involves the installation of temporary equipment and accessory structures, as well as the repair and restoration of the historic Pergola at Crescent Bay Park, which is listed on the National Register of Historic Places. All restoration work on the historic Pergola must be conducted in coordination with a professional architectural historian and in accordance with SOIS standards. Additionally, the agreement mandates that all land be restored to its original condition following the conclusion of the event. The project is categorically exempt from the California Environmental Quality Act under multiple sections, including 15301, 15303, 15304, 15311, and 15331, due to the temporary and minor nature of the activities and the lack of anticipated significant environmental impact.
