SYNOPSIS - SOLE SOURCE AWARD Life Image Server Services Department of Surgery, Brooke Army Medical Center The Mission Contracting Office, Mission and Installation Contracting Command, Fort Sam Houston, Texas, intends to award a contract, on a sole source basis, for the Life Image Server Services. The applicable NAICS Code and Title are: 541519, Other Computer Related Services; Associated Size Standard is: $27.5M. The authority for the sole source procurement is FAR 13.501(2)(i). The proposed sole source is a service contract to Life Image for a cloud based server system that allows sharing of radiology information. This is a hybrid software application tied to a cloud environment that allows network sharing of medical information. Life Image is both the name of the company and product name. Specifically, for trauma patients being referred from hospitals within the region to SAMMC. This will allow SAMMC's providers to review the images prior to the patient's arrival, enabling them to arrange the appropriate consults and prepare for any procedures necessary as well as drastically reduce the number of repeat studies done due to not having the originals available or they are on unreadable disks. This will positively impact patient safety and reduce costs. SAMMC participates in the Southwest Texas Regional Advisory Council (STRAC) which is the regional support organization for trauma care for Texas Trauma Services Area P (TSA-P), a 26,000 square mile area. TSA-P is served by two level one trauma centers (University Hospital and SAMMC) and fifty one other urban and rural hospitals. These other hospitals refer trauma patients to the level 1 facilities. Most often, these patients have had radiology studies at the referring facility. This would likely lead to failure of the process as it may increase cost and complexity. Many of these referring facilities are small, rural hospitals with less than 20 beds.
