Life Insurance, Short-term Disability, and Long-term Disability

The City of Denton is soliciting proposals for the provision of Life Insurance, Short-Term Disability, and Long-Term Disability benefits to approximately 1,673 full-time and 41 part-time employees who work at least 20 hours per week. Proposals must be submitted via IONWAVE or hard copy only, with no emails accepted, and must be received by July 1, 2026, at 2:00 PM CT. All questions must be submitted through IONWAVE by June 22, 2026, at 4:00 PM CT. Proposals must comply with detailed formatting requirements including a maximum of 200 pages, use of tabs for exhibits, and submission of one original signed by an authorized officer. The response must include a comprehensive executive summary, company qualifications, proposed benefit plan designs that mirror current structures, and explicit confirmation of no loss or gain of benefits during transition, including waivers for pre-existing conditions, actively-at-work requirements, and continuation of coverage for current participants. Pricing must be net of commissions and include five-year rate guarantees for Long-Term Disability, with full disclosure of underwriting methodology and total cost of ownership encompassing installation, life cycle expenses, and warranties. The evaluation will weigh Price and Total Cost of Ownership at 50%, Compliance with Specifications and Quality at 40%, and Indicators of Probable Performance—including past performance, financial stability, and support capabilities—at 10%, with the City retaining the right to enter a Best and Final Negotiation phase to determine best value. The selected contractor must adhere to strict performance and administrative requirements, including monthly reporting of time and services, delivery of goods or services meeting 95% of specified timelines, and full compliance with federal, state, and local laws including the Buy American Act, OSHA standards, and prevailing wage obligations. Contractors must be registered with the Texas Secretary of State or provide an exemption certificate and must submit a signed Conflict of Interest Questionnaire as required by Chapter 176 of the Local Government Code. Proposals must include a complete implementation timeline through January 1, 2027, covering data integration, communication strategies, and transition logistics. Insurance requirements are detailed in Exhibit E, and all deliverables must be packaged according to commercial standards with weather-resistant labeling showing brand name, quantity, lot number, and all required identification including the City’s purchase order and address.
