It is a fixed-price contract with a delivery timeframe of 700 days after award, requiring delivery to the DLA Distribution DDSF New Cumberland facility in Pennsylvania. The item is classified as a critical application within Aircraft Launch and Recovery Equipment, making source approval mandatory and restricted to vendors either already approved by the Naval Air Warfare Center Aircraft Division at Lakehurst or those who can demonstrate compliance through submission of a Source Approval Request (SAR) per NAVICP Philadelphia’s guidelines. Approval requires submission of documentation such as a source approval letter or other verifiable evidence of meeting engineering criteria, and may involve a pre-award survey conducted by NAWC Lakehurst. The item must comply with stringent technical and quality standards, including adherence to the Technical Data Package which includes multiple revision-controlled drawings and Quality Assurance Provisions, with mandatory deliverables including a First Article Testing Report, Production Test and Inspection Report, and Certificate of Quality Compliance. The product must be manufactured without ozone-depleting chemicals or intentional mercury content, with strict exceptions for specified functional components, and must meet NAVAIR traceability and marking standards, including bare item markings with contract number, NAWC CAGE code, and part number as specified on drawings. Final inspection and acceptance occur at origin, and packaging must conform to DLA Packaging Requirements for Procurement and MIL-STD-129 with full unit and container labeling including NSN, contract number, contractor and manufacturer CAGE codes, lot and serial numbers where applicable. Export control applies due to ITAR or EAR regulated technical data, requiring contractors to hold JCP certification, complete required training, and obtain DLA approval for access.
