Delivery is required FOB Origin to the receiving warehouse in Tracy, California, with a delivery window of 167 days after order placement and an original required delivery date of October 6, 2027. The item must be packaged in accordance with MIL-STD-2073-1E using QUP 001, preservation method 10, pack code U, and intermediate container E5, with all packaging and marking strictly compliant with MIL-STD-129, including the special fragile marking code 01-01. Mercury or mercury-containing compounds are prohibited in all aspects of the product, preservation, packaging, and labeling, except for functional uses in batteries, fluorescent lights, sensors, or chemical reagents specified by NAVSEA, with portable items containing mercury requiring a second boundary of containment per NAVSEA 5100-003D. Bare item marking must follow Reference Drawing 18876 9192793, Revision D dated August 31, 2023. Sampling and inspection are governed by MIL-STD-1916 or ASQ H1331 Table 1 with a zero non-conformances acceptance criterion unless otherwise specified, and attributes are assigned verification levels VII, IV, and II for critical, major, and minor characteristics respectively. The contractor must adhere to ISO 9001:2015 quality system requirements and ensure compliance with all applicable federal regulations including the Buy American Act and Berry Amendment. The contract includes numerous mandatory clauses from FAR and DFARS addressing procurement integrity, cybersecurity, hazardous materials, and labor practices. Key clauses require compliance with NIST SP 800-171 for safeguarding Controlled Unclassified Information and the Department of Defense’s Cybersecurity Maturity Model Certification requirements. All hazardous materials must be identified with Safety Data Sheets submitted prior to award, with specific labeling requirements under 252.223-7001.
