The solicitation, governed by NAICS code 541511 for Custom Computer Programming Services, will be open to full and open competition without a small business set-aside. The estimated contract value exceeds $7 million, covering a base year plus four option years, and will be awarded as a Time and Materials contract based on best value. The solicitation will be issued after a 15-day synopsis period and distributed electronically to interested and qualified vendors who must submit proposals via email. The awarding process aims for a February 13, 2020, decision, with the successful contractor expected to quickly transition from the incumbent vendor and fully assume service delivery within 45 days. The contracting office is located in Springfield, VA, while the work performance location is Arlington, VA. Interested parties must contact the contract specialist, James Helm, to be included in the solicitation distribution list and may seek assistance if they do not receive confirmation or the solicitation itself after the synopsis period ends.
