The project involves replacing worn thermoplastic traffic striping and pavement markings at the intersection of Linne Road and Chrisman Road in San Joaquin County, California, including approaches to the intersection. The site is characterized by heavy truck traffic and proximity to an elementary school, necessitating improved visibility and safety. The County will test two different materials—traditional thermoplastic and preformed thermoplastic tape—to evaluate their durability and cost-effectiveness over several years, aiming to determine the optimal solution for future similar applications. Work will include grinding away the existing markings and installing the new striping. The project area lies in a predominantly agricultural region with significant natural features, including large trees that may house nesting or migratory birds protected under the Migratory Bird Treaty Act, as well as the threatened Swainson’s Hawk. A pre-construction survey is recommended if work occurs between February 15th and September 1st to avoid disrupting nesting activity. The primary beneficiaries are the local public, who will experience enhanced road safety, reduced accident risks, and more reliable, long-lasting pavement markings, leading to lower long-term maintenance needs. The contract is managed by San Joaquin County with Fatima Gutierrez, Associate Planner, listed as the primary point of contact.

LINNE ROAD AND CHRISMAN ROAD THERMO REPLACEMENT Project Description Project Location: Linne Road and Chrisman Road: Includes intersection and approaches. See attached Vicinity Map. Project Justification: The intersection of Linne Road and Chrisman Road receives a high volume of truck traffic and has an elementary school on the southeast corner. The thermoplastic traffic striping and pavement markings show a great amount of wear and need to be replaced. The County is using the opportunity to test the durability of two different products, one being traditional thermoplastic and the other being preformed thermoplastic tape. The cost versus durability will then be evaluated over the next several years, to determine which is the best option for future use in similar conditions. Scope of Work: The project will consist of: 1. Grinding and replacing existing thermoplastic striping and pavement markings. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily agricultural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these new traffic striping and pavement markings. Overall, there will be reduced maintenance concerns and more reliability within the project area.
