Liquid Aluminum Sulfate

The City of Waco is seeking quotations for the furnishing and delivery of liquid aluminum sulfate in 275-gallon intermediate bulk containers for phosphorus removal at the Bull Hide Wastewater Treatment Plant. The contractor must supply all required materials, including the chemical itself, totes, transportation, delivery labor, unloading equipment, liftgate service when needed, documentation, and technical support, with all deliveries made under F.O.B. Destination terms to the facility located at 1646 Cooksey Lane, Lorena, Texas. The aluminum sulfate must meet strict chemical specifications including aluminum oxide content between 8.0–8.5%, aluminum sulfate between 48.5–50.1%, specific gravity of 1.320–1.335, pH between 1.0–3.0, iron content not exceeding 50 ppm, and water-insoluble material limited to 0.2% or less, all in compliance with ANSI/AWWA B403 standards. Each delivery must be accompanied by a Certificate of Analysis, Safety Data Sheet, and delivery ticket, and the totes must be clean, tamper-evident, DOT-compliant, and in serviceable condition with proper labeling; the contractor is responsible for maintenance, cleaning, and reconditioning of all containers and must perform one-for-one tote exchanges without additional charges. The contract, issued under solicitation RFB2026-038, has an initial performance period of one year beginning October 1, 2026, with the option for up to five one-year renewals. Routine deliveries must be completed within three business days of order receipt, while emergency deliveries must be fulfilled within 24 hours. Evaluation for award will be based on best value, considering purchase price, total long-term cost to the municipality, product quality, alignment with municipal needs, bidder reputation, past performance with the City, and impact on inclusive contracting objectives, including participation by historically underutilized businesses and nonprofits employing persons with disabilities.
