Liquid Magnesium Chloride Solution

The New Hampshire Department of Administrative Services is soliciting bids under solicitation number 3148-27 to establish a contract for the supply and delivery of liquid magnesium chloride solution and liquid magnesium chloride solution brine enhancer. The estimated annual quantity for each product is 45,000 gallons. The contract term begins upon approval by the Governor and Executive Council and runs through September 30, 2031, with a possible two-year extension. Award will be granted to the vendor meeting the established criteria who provides the lowest total cost. Bids are due by September 4, 2026, at 11:00 AM Eastern Time and must be submitted via email to the Bureau of Purchase and Property. Qualified products must be listed on the Clear Roads Qualified Products List in Category I for the solution and Category 4a for the brine enhancer. Vendors are responsible for providing all labor, equipment, and transportation, with deliveries required in bulk tank trucks in lots of 1,000 gallons or more within five business days of an order. The vendor must also provide a Freezing Point-Specific Gravity table and certify that products meet commercial marketplace standards. To be eligible, vendors must be registered with the New Hampshire Bureau of Purchase and Property and the Secretary of State, and provide a certificate of good standing and proof of comprehensive general liability insurance of at least 1,000,000 dollars per occurrence. Payment will be processed via ACH or P-card, with standard terms of 30 days after delivery and invoice receipt, though prompt payment discounts are available for orders over 15,000 dollars. The successful vendor must submit quarterly and annual usage reports to the Bureau of Procurement and Support Services. All deliveries are subject to inspection and acceptance by a state authorized representative, and the New Hampshire DOT reserves the right to request two gallons of product for verification testing at no cost.
