This design-bid-build project involves the installation of a GD Membrane Bio-Reactor wastewater treatment plant, including new process facilities, instrumentation and control systems, electrical infrastructure, and administrative support buildings. The scope of work encompasses comprehensive site preparation, grading, paving, fencing, and improvements to the facility access road, as well as the complete demolition and removal of existing infrastructure once the new plant is accepted. The project includes a 12-month operational support period and requires strict adherence to Department of the Interior cybersecurity requirements, ADA and ABA accessibility standards, and union prevailing wage rates. The contract is a firm-fixed-price award with a magnitude of construction exceeding 100 million dollars. The period of performance is scheduled from February 1, 2027, to February 1, 2030, with a total performance duration of 1095 calendar days after the notice to proceed. Solicitation # 191BWC26R0009
Solicitation 191BWC26R0009, issued by the International Boundary and Water Commission, seeks a contractor to provide Firm Fixed Price Operations and Maintenance (O&M) services for the South Bay International Wastewater Treatment Plant (SBIWTP) in San Ysidro, California. The contract is structured with a base year running from June 1, 2027, to May 31, 2028, and multiple option years extending through May 2031. A primary objective of the scope is managing plant operations, SCADA systems, and maintenance during the facility's expansion from 25 MGD to 50 MGD. The contractor must ensure 24/7 staffing, including a bilingual operator, and maintain strict compliance with the National Pollutant Discharge Elimination System (NPDES) permit and other regional water quality board regulations. Award will be based on the Highest Technically Rated with a Fair and Reasonable Price method, where non-price factors—such as plant operations, permit compliance, and staffing—are significantly more important than cost. Key requirements include the designation of a Project Manager, Superintendent, Site Safety and Health Officer, SCADA Specialist, and Asset Manager. The contractor is responsible for a wide array of deliverables, including a Phase-In Plan, Preventative Maintenance Plan, and monthly performance reports. Security is a high priority, requiring background investigations for personnel and adherence to NIST standards for protecting Controlled Unclassified Information.
